CHN Housing Partners announces Ohio Housing Finance Agency Funding for Two Developments
105 units of affordable housing will be developed in Northeast Ohio
CHN Housing Partners (CHN) announced they received two Low Income Housing Tax Credit (LIHTC) awards from the Ohio Housing Finance Agency (OHFA) for South Collinwood Homes and Mosaic Senior Apartments. Between the two developments, 105 units of affordable housing will be built for Northeast Ohioans.
“We are grateful to OHFA for their support and investment in 105 units of single family and multifamily affordable housing in Northeast Ohio,” said Kevin Nowak, president and CEO of CHN Housing Partners. “This investment is not just an investment into affordable housing units, but into families and communities. Between South Collinwood Homes and Mosaic Senior Apartments, nearly $33 million will be invested into the families who reside in these communities.”
South Collinwood Homes
South Collinwood Homes is a new construction development of 40 single-family homes scattered throughout the Collinwood neighborhood in Cleveland. The approximately $14.6 million investment in Cleveland’s East Side will be comprised of 36 three-bedroom two-story homes and 4 three-bedroom one-story accessible homes for individuals and families at or below 60% AMI. South Collinwood Homes will revitalize vacant lots formerly held by the City of Cleveland Land Bank and Cuyahoga Land Bank.
The homes will be part of CHN’s flagship Lease Purchase Program, a 15-year pathway to homeownership. To date, the Lease Purchase Program has created over 1,800 homeowners. The program couples wrap around services including financial coaching and education with an affordable rent to empower families to become homeowners.
CHN will serve as the development owner and developer, as well as the general contractor, property manager and supportive service provider. City Architecture will serve as the development architect.
South Collinwood Homes is expected to close financing and begin construction in the summer of 2027, with construction completion in fall of 2028.

Mosaic Senior Apartments
Mosaic Senior Apartments is a 65-unit new construction development in the City of Mansfield. The three-story apartment building will provide affordable one-bedroom apartments to residents aged 62 years and older who earn between 30% and 80% of the area median income (AMI).
Located at 314 West 3rd Street in Mansfield, the approximately 55,000 square foot building and associated site improvements will revitalize vacant land through an approximately $18.3 million total development investment.
Common areas at Mosaic Senior Apartments will include a community room, business center, laundry rooms, outdoor patio and an on-site property management office. Resident supportive services, provided by CHN, will include an on-site resident services coordinator whose primary job is linking residents with services in the community. In addition to acting as the supportive service provider, CHN will serve as the developer, owner, and property manager of Mosaic Senior Apartments.
Mosaic Senior Apartments is expected to close financing and begin construction in the summer of 2027, and the building is estimated to open in the fall of 2028.
