
Joe Hall
Joe Hall is CHN’s Vice President of Real Estate Development. In this role, Joe oversees CHN’s Real Estate Development and affordable housing work, including consulting and development throughout the Midwest with a focus on affordable multi- and single-family homes for LMI families, seniors, individuals with disabilities, and people experiencing homelessness. Joe is a Certified Public Accountant with extensive experience as a real estate development and finance professional. Prior to joining CHN, he served as Development Vice President for Wallick Communities. He previously served as Development Finance and Acquisition Director for the nation’s largest elderly non-profit real estate development and management company, National Church Residences. The start of his professional career included over eight years of experience with Deloitte and Procter & Gamble. Joe holds a Bachelor of Science in Business Administration – Accounting from The Ohio State University in Columbus, and a Masters of Taxation from Capital University in Columbus. Joe lives in Gahanna, Ohio (a suburb of Columbus) with his spouse Carmen and two children.

Mark Whipkey, CHAM, HCCP, CPO, CEDFP
Mark is responsible for the real estate development division, single and multifamily property management and asset management. Mark ensures long-term financial and operating viability of the corporation’s real estate portfolio consisting of over 2,000 affordable housing units under development, construction, and management. Mark also services as president of CHN’s for-profit subsidiary corporations, CHN Real Estate Services LLC and CHN Construction LLC. Mark brings over 25 years of affordable housing experience to CHN’s Executive Staff. He holds a Bachelor’s Degree in Urban and Regional Planning, a Master’s Degree in Economics (with specializations in Quantitative Methods and Financial Economics), and ABD in Political Economy (specializations in Domestic and International Political Economy and Quantitative Methods). Mark is on the board of the Midwest Affordable Housing Management Association, a professional association representing owners and managers of affordable housing throughout Indiana, Illinois, Ohio, Michigan, Minnesota, and Wisconsin. Mark also serves on the Ohio Housing Council, a statewide association of affordable housing professionals.

Rochelle Ensley
Rochelle brings 18 years of diverse experience in compliance, management, leasing and operational oversight in the affordable housing property management industry. Her experience includes the Low Income Housing Tax Credit and HUD programs involving single family lease purchase, Permanent Supportive Housing, and multifamily projects. She is responsible for the property management and operational performance of residential properties managed by CHN’s affiliate, CHN Real Estate Services LLC for its third party owners/clients which include HUD Section 8, HUD PRAC, Hope VI, and Low Income Housing Tax Credit (LIHTC) projects. She has experience in permanent supportive housing, Shelter Plus Care, multifamily, and single family LIHTC homes. She is a Certified Occupancy Specialist (COS) from NCHM, Asset Management Specialist (AMS) from Neighborhood Works, and a Housing Credit Certified Professional (HCCP) through the National Association of Home Builders. Rochelle holds a Bachelor’s degree in Urban Service Administration from Cleveland State University and is enrolled in the Master’s Program of Non Profit Administration and Leadership through Cleveland State University.

Pat Kenney
As COO, Mr. Kenney is responsible for ensuring the effectiveness of the organization’s key operating areas including the sales and lending, maintenance Department, energy services, and information technology. Pat joined CHN in 1989 and established a significant market-rate, single family for-sale model as well as CHN’s nationally modeled Lease Purchase Program. Prior to joining CHN, he worked 10 years in the Buckeye Woodland Cleveland community, first as a community organizer and then as the executive director of a neighborhood based CDC. Mr. Kenney began his career in housing in 1978 when he served as a disaster relief manager in Andhra Pradesh, India.

Dana Arrington
Ms. Arrington is responsible for the production and effectiveness of CHN’s Lease Purchase Program, resulting in 85-90% of all lease purchase families becoming homeowners. Ms. Arrington joined CHN with a wealth of 18 years of experience in banking, lending, processing and closing real estate transactions. Her skill-set has enabled CHN to build a highly productive, nationally replicated Lease Purchase Year 16 Sales model.
