CHN Housing Partners Breaks Ground on Cleveland West Veterans Housing

Construction Set to Begin October 2025 and Finish Fall 2026

On any given night, about 20 percent of homeless individuals in Cleveland’s emergency shelters are long-term homeless. Of these, nearly all have mental, behavioral, or physical disabilities. More than 20 percent of Cuyahoga County’s long-term homeless are also veterans. That’s why the groundbreaking of the Cleveland West Veterans Housing (CWVH) development on October 16, 2025, signals a continued commitment to ensuring that those who served have a safe, stable place to call home.

Located at 3311 W. 73rd Street in Cleveland’s Stockyards neighborhood, CWVH will provide 62 one-bedroom apartments exclusively for veterans, along with on-site supportive services delivered by the U.S. Department of Veterans Affairs (VA). The $21.6 million project is the first of its kind in Cuyahoga County and the first veteran-exclusive development in CHN’ 44-year history.



Meeting a Critical Need


In 2019, Cuyahoga County reported 135 homeless veterans, all of whom were in shelters. While that number has likely fluctuated, veterans’ need for permanent supportive housing remains high. Nationally, the VA’s HUD-VASH program has helped house nearly 48,000 veterans in 2024 alone, demonstrating the effectiveness of pairing housing with wraparound services.  

CWVH will follow this proven model. Residents will have access to a full-time VA social worker, two case managers, a part-time occupational therapist and nursing staff. The development will also host the VA’s Medical Mobile Unit, ensuring that both residents and local veterans can access healthcare and social services close to home.


Designed with Dignity and Community in Mind
 

The development was shaped by input from neighborhood residents and community leaders. Councilwoman Jasmin Santana, who represents Ward 14, emphasized
the importance of local engagement: “We couldn’t ask for a better project to be here,” she said.
“This is what our veterans deserve.”

The site was intentionally selected for its proximity to public transit and a grocery store—key factors in supporting independent living. Amenities will include a community room, kitchen, wraparound porch, outdoor patio, bike storage and an exercise room.


Rhonda Jones, president of the West 73rd Community Partners Block Club, echoed that sentiment: “As we turn that dirt into our home, let us remember that our role here is not just to build walls and roofs, but to build trust, hope, and belonging. And may this place stand as a testament to the city that cared for those who served."


A Veteran’s Vision for the Future
For Jose Soto Vega, a U.S. Army veteran and lifelong resident of the neighborhood, CWVH represents a beacon of hope: “I am very excited about the housing,” he shared at the groundbreaking. “There is such a need for affordable, stable, and safe housing for veterans here in Cuyahoga County. I have seen the real way the VA helps improve the lives of so many people, including myself. I hope to live here one day.” 


A Community Effort 
 
CWVH is made possible through a 9% Low Income Housing Tax Credit from the Ohio Housing Finance Agency. Additional funders include Cuyahoga County, Citizens Bank and the Home Depot Foundation. Enterprise Community Partners is the tax credit syndicator. Rental subsidy will be provided by the U.S. Department of Housing and Urban Development’s VASH program, which will be administered by the Cuyahoga Metropolitan Housing Authority. 
 
As the project moves toward completion in fall 2026, it stands as a model for how cities can address veteran homelessness.
