CHN Housing Partners Announces Financial Closing of Two Affordable Housing Developments in Cleveland
Hough Senior Living and Cleveland West Veterans housing will provide 117 units of affordable housing
CHN Housing Partners (CHN) announced the financial closing of two affordable housing developments in Cleveland, Hough Senior Living and Cleveland West Veterans Housing (CWVH).
Hough Senior Living
Located at 8910 Hough Avenue, Hough Senior Living is a 55-unit senior new construction housing development in the Hough neighborhood. The 49,000 square foot, three-story apartment building will consist of one-bedroom units, six of which are mobility units and two are designed for the hearing and visually impaired. Supportive services, including case management, financial wellness and social and recreational activities, will be provided by CHN on site.

Hough Senior Living is an $18.9 million investment in Cleveland’s Hough neighborhood. The development is made possible by a 9% Low Income Tax Credit (LIHTC) Award from the Ohio Housing and Finance Agency (OHFA). Additional funders include Ohio Capital Corporation for Housing (OCCH), Huntington National Bank, Ohio Capital Finance Corporation, the City of Cleveland, Cuyahoga County, Federal Home Loan Bank of Cincinnati and Ohio Capital Impact Corporation. Ohio Capital Corporation for Housing is the tax credit syndicator.
“Hough Senior Living is a phenomenal addition to Cleveland’s east side,” said Cleveland Mayor Justin Bibb. “I am thrilled we are able to bring 55 new apartments to serve our seniors and an $18.9 million investment to the Hough neighborhood.”
Hough Senior Living is designed to meet the needs of Northeast Ohio’s seniors, providing a safe, healthy and affordable home for them to age with dignity and independence. Supportive services, including case management, financial wellness and social and recreational activities, will be provided by CHN on site.

The site of Hough Senior Living was chosen for its proximity to transportation, amenities and medical facilities including the nationally renowned Cleveland Clinic and University Hospitals. Building amenities will include a community room, community kitchen, laundry rooms, an outdoor patio and mailroom. There will be an on-site property management office, staffed by CHN.

Construction of Hough Senior Living has begun and is expected to be completed in early 2027.

Cleveland West Veterans Housing
Located at 3311 West 73rd Street in Cleveland’s Stockyards neighborhood, CWVH is comprised of 62 one-bedroom units that will house veterans. On-site services will be provided by the Veterans Administration (VA). CWVH is Cuyahoga County’s first LIHTC housing development designed exclusively for veterans.

CWVH, a $21.6 million investment in Cleveland, is made possible through a 9% Low Income Housing Tax Credit from the Ohio Housing Finance Agency. Additional funders include Cuyahoga County, Citizens Bank and the Home Depot Foundation. Enterprise Community Partners is the tax credit syndicator. Rental subsidy will be provided by the U.S. Department of Housing and Urban Development’s VASH program, which will be administered by the Cuyahoga Metropolitan Housing Authority.

CWVH will be built on long-standing vacant land chosen intentionally to provide veteran residents with proximity to public transit and a grocery store. Building amenities include a community room, community kitchen, wraparound front porch, outdoor back patio, bicycle storage and exercise room. On-site staff will include a property manager and resident services coordinator, as well as a full-time VA social worker, two full-time VA case managers, a part-time VA occupational therapist, a part-time registered nurse and one full-time licensed practical nurse. In addition, residents will have access to the VA’s Medical Mobile Unit with a licensed nurse practitioner, registered nurse and social worker.
“Cleveland West Veterans Housing is a wonderful addition to the neighborhood, and I am proud to have been a part of bringing this development to our community,” said Councilwoman Jasmin Santana, who represents Cleveland’s Ward 14. “Thanks to CHN Housing Partners, the VA and funders of this development, we can give back to our veterans who have dedicated their lives to serving and protecting us.”
CWVH broke ground on October 16, 2025, and began construction shortly thereafter. Construction is expected to be completed in early 2027.
