Kelsey Phillips

Project Manager, Real Estate Development

Kelsey Phillips joined CHN’s real estate development and construction team in 2021 and has served as a project manager since 2022. In this role, she manages new construction projects supported by the Low-Income Housing Tax Credit program and other layered financing sources. Her portfolio includes multifamily permanent supportive housing, senior housing and lease-purchase single-family developments. 
Kelsey earned both a Bachelor of Arts in Environmental Studies and a Master of Urban Planning and Development with a specialization in Urban Geographic Information Systems from Cleveland State University.
