Jenny Spencer

Director of Programs for Single-Family Preservation, CHN Housing Partners

Jenny Spencer joined CHN Housing Partners in February 2026 as Director of Programs for Single-Family Preservation. In her role, Jenny oversees the team that designs and implements programs for affordable homeownership and home repair in both the Cleveland and Detroit markets. Affordable housing is a throughline of Jenny’s career. Immediately before joining CHN, Jenny was a member of Cleveland City Council where she served Ward 15, one of the most racially and socio-economically diverse communities in Greater Cleveland. As a Council member, she championed policy reforms and directed spending to increase the production of affordable housing in her neighborhoods and citywide. From 2014-2020, she served as Managing Director at Detroit Shoreway Community Development Organization, one of Cleveland’s legacy community development corporations with an affordable housing portfolio.  She served as a Peace Corps Volunteer in Paraguay, South America and is fluent in Spanish. Jenny holds a Master’s Degree in Public Policy and Urban Planning from the Harvard Kennedy School, and an undergraduate degree in Political Science from The Ohio State University.
