Creating Safe and Healthy Homes for Detroiters
Through the Detroit Duplex Repair Program, CHN Housing Partners has partnered with the City of Detroit to help small-scale, Detroit-based landlords repair their rental properties and obtain a Certificate of Compliance (CoC) from the City of Detroit's Buildings, Safety Engineering, and Environmental Department (BSEED). CoCs help ensure that Detroit renters are living in homes that are safe and healthy for all ages.
The landlord rebate aspect of this program provides a $750 per-unit rebate to eligible landlords who successfully obtain a rental unit Certificate of Compliance (CoC) from the City of Detroit's Buildings, Safety Engineering, and Environmental Department (BSEED) on or after November 1, 2023. Landlords interested in applying for landlord rebate must meet all eligibility requirements below.
Landlord Rebate Eligibility
Certificate of Compliance
Landlords seeking a rebate for their units must have been awarded a rental property CoC from BSEED on or after November 1, 2023. All units must have CoCs.
Rental property must be current with City of Detroit property taxes. Properties that are current current on a stipulated agreement payment plan are also eligible.
Single-family and multi-family property types are eligible for a landlord rebate.

Complete the form as soon as possible to see if you are eligible for a landlord rebate! The eligibility review period will begin on March 31st but will remain open until further notice. All dates are subject to change.
Rental Repair - Currently Closed
This aspect of the Detroit Duplex Repair Program is now closed. We are no longer accepting eligibility forms for rental repair.
The rental repair aspect of this program provides eligible landlords with up to $15,000 per-unit - or $45,000 per structure - for repairs that allow a landlord to obtain a Certificate of Compliance (CoC) from the City of Detroit's Buildings, Safety Engineering, and Environmental Department (BSEED) for their rental unit. Landlords interested in applying for rental repair must meet all eligibility requirements below.
Rental Repair Eligibility
Rental property must be a duplex or a flat with a total of two units, or a triplex with a total of three units. Single family homes are not eligible for this program.
Landlord Rental Portfolio
Landlord cannot own more than two rental properties in Detroit.
Rental property must be current with City of Detroit property taxes. Properties that are current on a stipulated agreement payment plan are also eligible.
Occupancy and Affordable Rent
Occupied units must be rented at 60% AMI at time of application. Landlord must also agree to maintain rent at or below 60% AMI for five years after unit repairs have been made. Click here to see the State of Michigan's 2023 AMI rental limits for Wayne County.
Location of Rental Property
Rental property must be in the city of Detroit.
Rental Registry and Certificate of Compliance
Rental property must be registered with BSEED Rental Property Registry. The repairs must result in the issuance of a CoC to be eligible.
Total Cost of Repairs
If the cost of the repairs is estimated to exceed $15,000 per-unit, the landlord must demonstrate access to supplementary capital or complete a portion of the repairs to bring the grant expense below a $15,000 per-unit threshold.
Other Program Requirements
Landlords must be a resident of the city of Detroit. Homeowners insurance is required for all rental properties. Landlord will be required to complete two free landlord training courses. Landlords cannot participate in both the rental repair and landlord rebate aspects of the Detroit Duplex Repair Program.
The Rental Repair Eligibility Period is Closed
